The over-riding Societal Law that over-shadows ALL Laws is: You must obey the Laws of the land in which you are.
This means, when you choose to take up residence in a community you are choosing to abide by the laws that are made therein. For discussion’s sake, the following is a partial list of the governing Laws that apply to EVERYONE. (For those of you that choose to seek loop-holes in statements – I may have missed some of the intermediary Community sizes so fit them in where they logically belong.)
Country, Province/State, City, Municipality, House, Room
In simplest terms, when you are striving to understand which Laws apply to you. Look at the largest type of community that you are the Law-maker for. For instance, when you own/rent a house/apt, you must obey the laws of the Laws of the Municipality in which your House is situated.
As an example.
When the Municipality says “It is ok to smoke within your own dwelling, then you as a Home Owner are permitted to tell visitors that they MAY NOT smoke within your house (as you are not breaking the Municipality’s Laws.
However;
When the Municipality says “It is NOT Ok to smoke within your own dwelling, then you as a Home Owner MAY NOT tell visitors that they may smoke within your house (as by doing so you will clearly be breaking the Municipality’s Laws.
When you are not content with the Laws of the land in which you are dwelling, you do have the right to move out of said community and thus find one that is more to your liking. However, let it be understood that Children, below the age of majority in that community, although they have clearly NOT consciously chosen to live in a given Home, they still MUST obey the Laws therein until such time as they can arrange to move out “without” becoming a burden on society.
One thing that will almost certainly help kids/tenants, follow the Laws you personally have laid out in your home is to give the people in question the right to make Laws in their own room. Remember, the children/tenants still must obey the Laws of your house as well.
There are many ways of dealing with these concepts but the Karmic Laws that bind Societal Laws in Place are virtually irrefutable.
Do Unto Others As You Desire Them To Do Unto You.
In other words: If you expect people to follow your Laws within your home, then it is only right that you follow the laws of the community in which you have chosen to live.
